UK Local Authorities Plan to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a latest survey of municipal councils, English councils are preparing to sell community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group representing second-tier cities in England stated that six out of ten of councils are planning to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously faced criticism for disposing of public land and land to shore up their finances, but they contend they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition said that a significant number of authorities attempting to generate funds from a quick sale of assets represented “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would focus on restructuring services and using financial reserves to manage increasing financial challenges.”

Specific Examples of Proposed Disposals

One local authority in Kent said its property management strategy featured the sale of a shopping centre in Rainham and a community venue in another town to generate £20m over the next half-decade.

  • A local golf course and business parks owned in two English counties, which all generate rent for the authority, will also be disposed of under the strategy.

Local Levy Increases and Wider Fiscal Pressures

The survey of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will have to increase local levies next April to address the rising cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

Medway council said it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but some of these require time to deliver both improved services and cost efficiency,” said Vince Maple.

He added: “There are population challenges which will continue to increase the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Patterns and Projections

A survey of regional authorities recently further found council budgets being strained by the increasing figures of children and older individuals needing special educational assistance.

The County Councils Network said that council deficits will reach £4.4bn a year by 2029, as they grapple to manage rising needs.

Ministers have put off planned reforms to the Send system until next year after a white paper setting out those changes has been postponed.

Deprivation and Funding Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) for English councils, many participating urban areas were among the most deprived in England.

  • “Participating urban centers like several major towns rank in the top 30 nationally under the latest IMD measures,” noted the report.

“While only a single urban area is in the ten most deprived for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The data underscores the scale of difficulties confronting local leaders across major urban centers in the next twelve months,” the report concluded.

“Council officials have been clear about the need for a fair and sustainable funding system that reflects and responds to the real levels of deprivation and need,” stated a council leader.

“Lacking this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their residents.”

A fifth of councils have cut or compromised social care provision in the past 12 months, the survey found.
