The United Kingdom and the United States have forged a important commercial pact that will preserve no tariffs on UK drug exports being sold in the US market.

Agreement Details of the Accord

In exchange for the tariff guarantee, the UK has committed to boost spending on drugs through the NHS. This move ensures that duties on these vital exports will stay at zero for a timeframe of 36 months.

This agreement is in response to previous threats to significantly raise duties on branded drug imports, with figures mentioned up to one hundred percent.

"This deal between the United Kingdom bolsters the global environment for cutting-edge drugs and brings much-needed balance to transatlantic medicine commerce," a statement said.

Economic Importance

Pharmaceuticals represent one of the the United Kingdom's biggest goods shipped to the United States, which is by far the biggest market for large British pharmaceutical firms.

Trade data reveal that in the one-year period prior to last September, the UK sold pharmaceutical products worth £11.1bn to the US. This value accounted for 17.4% of total UK exports in that timeframe.

"This agreement protects employment, stimulates funding and facilitates the UK to emerge as a international leader for medical research," the Business and Trade Secretary remarked.

Detailed British Pledges

The agreement entails several specific commitments from the British government:

  • Higher Cost Ceiling: The UK will raise the price threshold at which it judges new therapies to be too expensive by twenty-five percent.
  • Increased NHS Spending: There is a target to double overall public funding on treatments from 0.3 percent of Gross Domestic Product to 0.6% over the following ten-year period.
  • Refund Ceiling: The amount pharmaceutical firms must return to the NHS to prevent overspending will be capped at 15%. In the past, rebates were more than twenty percent.

Industry Background

The pact comes amid a ongoing dispute between the pharmaceutical industry and the British authorities over spending levels and regulatory access.

These tensions were heightened by arguments that US customers were paying significantly more for the equivalent treatments than patients in the Britain and the EU.

Over the last 18 months, several large pharmaceutical investments in the UK have been halted or scrapped, while major funding commitments have been announced toward American operations.

The Science Minister stated that the NHS must invest a greater share on drugs, noting that its spending on drugs had decreased as a proportion of its resources over the past decade.
